Amendment analysis

The Public Affairs Research Council, an independent government watchdog group, has released its analysis of the four constitutional amendments on the Nov. 2 ballot. PAR President Jim Brandt said the guide to the amendments includes the pros and cons of proposals guaranteeing the right to hunt and fish in the state; ratifying existing practices of many assessors in approving homestead exemptions to people whose eligibility had been questioned; extending the veterans preference for public employment to include recent service; and the creation of a fund to help farmers and commercial fishers. "While voters will face far fewer proposals than in the past two years, they will still have to familiarize themselves with some fairly complex and technical issues," Brandt said. The "Guide to the Constitutional Amendments" for the Nov. 2 election is available for $3.50 by writing PAR at P.O. Box 14776, Baton Rouge, LA 70898-4776 or by calling the council at 1(225) 926-8414. Brandt said special discounted rates are available for bulk orders. The guide also is available on the organization's Web site at www.la-par.org.
